UO has had like 6 expansions in the time period since NG took over the realm, one just last year. You seriously want to compare what has been done with UO in the past 15 years with what has been done with the realm? UO is healthier now than realm was a year or two into NG's long period of incompetence and neglect.
As for the other things I stated which may have been seen with TRO (in-browser client, mobile version, sold on steam, etc.) which did not develop with UO. UO is a different creature than TRO. I wouldn't have expected such a path from UO, even if it hadn't been bought by the (possibly evil) EA. Even so, you can see at least a small amount of re-investment in UO and it's community, which doesn't compare well to what NG did with TRO.
If NG had succeeded in keeping TRO alive, or made some visible effort to do so in the past -- decade or so, I might have a different opinion. NG was destined for failure, what I don't understand is what the motivations were behind the company in the first place.
